The Challenge:
According to the math (NumPy/JSON-LD attached), the system doesn't hit 0% stability until it reaches a Noise-to-Signal ratio of 1,620,000%, that's at Scale 16,200.0. For context, Total Global War is modeled at Scale 2.0 (99.98% survival).
